Carmen Strigel

Director, ICT for Education and Training

Carmen Strigel is the director of technology for education and training at RTI International. Her technical work focuses on building capacity, fostering stakeholder collaboration and facilitating information-based decision-making and policy reforms. Carmen’s passion and core expertise lie in teacher professional development, evaluation of electronic teaching materials and pedagogic integration of ICT – including assistive technology. At RTI, she led the development of Tangerine®, open-source software optimized for mobile devices facilitating electronic data collection, continuous assessment and program monitoring in early reading and mathematics. More than 20 organizations in 30 countries and 55 languages around the world now use Tangerine.

Carmen also drives RTI’s work in using a “serious games” approach to assessing and imparting employability skills of youth. A first “gaming system,” CurrentMobileTM, is being tested for user adoption in Morocco. She authored a range of articles and book chapters on ICT and mobiles for learning and assessment, including:

  • “Using Information and Communication Technologies to Support EGRA in the Early Grade Reading Assessment: Applications and Interventions to Improve Basic Literacy”
  • “mLearning and Numeracy” report developed by RTI for GIZ, Germany”
  • “Case Study: Tangerine®:Class for Data-Informed Instructional Decision Making in Mobile Learning and Mathematics: Foundations, Design and Case Studies.”

She also contributes to a range of blogs and communities of practice in this field.

Carmen completed a graduate certificate in Leadership in Technology Integration from Johns Hopkins University, USA. As a Rotary World Peace Fellow, she successfully completed an M.A. in education from the University of North Carolina at Chapel Hill and a certificate in conflict resolution from Duke University. Carmen also completed with honors Bachelor of Arts degrees in education (secondary school teaching) and media psychology from Weingarten University, Germany, and Växjö University, Sweden.
